The Union Territory of Ladakh comprising of two districts namely, Leh and Kargil, 10 Sub Divisions and 15 Tehsils. The total geographical area is 59,136 sq.km of which 90% is mountainous. There are two main urban centres, the towns of Leh and Kargil, with smaller towns and hamlets spread across the territory. Land ownerships consist mainly of small holdings spread over broken terrain around settlements or available flat ground.

The Government of India in the year 2008-09 introduced a National Programme, namely, “National Land Records Modernization Programme (NLRMP)” aimed to develop a Modern Comprehensive and Transparent Land Records Management System in the country. The ultimate goal of the NLRMP is to usher in the conclusive titling system with title guarantee, to replace the current presumptive title system in the country. The scheme was revamped as “Digital India Land Records Modernisation Programme (DILRMP)” w.e.f 1st April 2016.

To implement NLRMP/DILRMP a “Programme Management Unit (PMU)” was constituted by the Union Territory of Ladakh in the form of a Registered Society with the nomenclature of “Ladakh Land Records Management Agency (LLaRMA)” in 2021. The Society planned to cover both the districts within 05 years. Accordingly, the Society has taken-up an area of 2623.0833 Sq. Km. under cultivation, fallow land, water bodies, wet and other common lands, for Survey/re-survey using modern technologies under “Digital India Land Record Modernisation Programme (DILRMP)”.

The main objective of the NLRMP/DILRMP is to develop a modern, comprehensive, and transparent land records management system in the country with the aim to implement the conclusive land-titling system with title guarantee, which will be based on four basic principles, i.e.,

A single window to handle land records (including the maintenance and updating of textual records, maps, survey and settlement operations and registration of immovable property).

The mirror principle, which refers to the fact that cadastral records mirror the ground reality.

The curtain principle, which indicates that the record of title is a true depiction of the ownership status, mutation is automated and automatic following registration and the reference to past records is not necessary.

Title Insurance, which guarantees the title for its correctness and indemnifies the title holder against loss arising on account of any defect therein.

Maintenance of land records and the availability of easily accessible land information is one of the most important issues facing governance today. "Land Records" itself is a generic expression and can include records such as, the register of lands, Records of Rights (RoRs), tenancy and crop inspection register, mutation register, etc. It can also include geological information regarding the shape, size, soil-type of the land; and economic information related to irrigation and crops.

The Key Business Objective of the Project Includes

Provide single window services to citizens on anytime, anywhere basis.

To smoothen the day-to-day activity and increasing the working efficiency of Land revenue record Management System.

Preservation of old Land revenue records .

Provide a single and integrated view of Land revenue record information system across all the administrative, Institutional Land revenue records user of the state.

Provide timely & reliable Land revenue record information relating to administrator for effective decision making.

Provide window to linking of Ladakh citizens to know about Land revenue record information system.
